2010 Japanese Grant Aid for Human Resource Development Scholarship (JDS) is now open for Cambodia

Scholarization: Japanese Grant Aid for Human Resource Development Scholarship (JDS) was first implemented in the Kingdom of Cambodia for Japanese fiscal year (JFY) 2001 by the assistance of the Government of Japan.

The objective of JDS Program in Cambodia is to provide nationals of Cambodia with opportunities for academic research at Japanese higher educational institutions (hereinafter refereed to as "universities") in order to support the Royal Government of Cambodia in its efforts to facilitate its own plans for human resources development, mainly for capacity building and institutional building. And thereby it extends and enhances the bilateral relationship between Cambodia and Japan.The JDS Program targets young Public Servants and others who are expected to engage in formulating and implementing social and economic development plans with the potential to play leadership roles in their specialties after their return to Cambodia as well as to become leaders in Cambodia in the 21st century. Under this program, Master courses in English at Japanese universities will be provided mainly for the Public Servant.

Remarks for JDS Cambodia 2010
From Japanese Fiscal Year 2009, it wasdecided that the open recruitment of candidates is NOT implemented. Instead,only the applications from those who are officially nominated by responsibleorganizations (so called, "Nominate Organization") are accepted to theprogram.Therefore, applications from those who are NOT officially nominated bythe designated Nominate Organizations will NOT be accepted.This system appliesfor all applicants, Public Servant and Private Sector, so the application isaccepted as long as the applicants are officially nominated.

For the JDS project in Cambodia, the “Components (≒Development issue to study)" are set as follows. In addition, mainly Ministries are set under the each component as "Nominate Organization and all applicants must be nominated by one of the Nominate Organizations in order to apply for JDS.(See "Application Guideline" in detail).

Qualifications and requirements

1) Nationality: Applicants must be citizens of Cambodia

2) Age:Applicants shall be between the ages of 22 and 34 as of 1st April, 2010. (Born on/after 2nd April 1975 and on/before 1st April 1988) *For the development issue "Improvement of the Quality of Basic Health Care Service", the age requirement shall be between the ages of 22 and 39 as of April 1, 2010 (Born on/after 2nd April 1970 and on/before April 1st, 1988) if an applicant holds bachelor of Medical Doctor.

3) Academic Background:University graduate (Bachelor Holder)

4) Work Experience:Public Servant: More than 2 years of working experience as a public servantOthers: More than 2 years of full-time working experience

5) Language Proficiency:TOEFL 500 / IELTS 5.5 or equivalent is preferable (not required)

6) Health:Applicants must be in good mental and physical health(Those who passed first selection will undergo a medical check-up at the time of second selection in Phnom Penh)

7) Ineligibility:Applicants who is currently receiving (or is scheduled to receive) another scholarship such as the Government of Japan (Monbu-kagakusho) scholarship, a scholarship from a private-sector organization, etc. shall NOT be eligible for selection as JDS fellow.Applicant who have obtained master's degree or higher in overseas under the support of foreign scholarship.


Exclusion of military personnel:Applicants must not be serving in the military. (Military personnel and military civilian employees registered on he active list are not eligible to apply for admission. Personnel on temporary leave from the active list shall also be ineligible for admission. However, Personnel in compulsory military service are eligible)

8) Others:Successful candidates of the final selection must submit a pledge to The Royal Government of Cambodia to commit to follow the rules for JDS scholarship fellows. If a fellow violates any article of the pledge, the scholarship can be cancelled and other necessary steps will be taken.

Application Procedure

Applicants must fill out completely an application form, and receive nomination letter from designated Nominate Organizations referring to its Application Procedure in the Application Guidelines.

Deadline of application: by 17:00 Tuesday, 15th September, 2009

- Application documents sent by FAX or email is NOT accepted

- Application after the closing date and time is NOT accepted

- Imperfect application documents are NOT accepted

- Application documents are NOT returned under any circumstances

- Direct inquiry to the universities is NOT allowed to avoid confusion in the universities.Selecting Procedure

a. Submission of application documents with Nomination Letter by Tuesday 17:00, 15th September, 2009

b. Qualification Check;JICE JDS Office carries out qualification screening and checks all required application documents.

c. 1st Selection (Document screening)Application documents and research plans will be sent to Japan and examined by professors of the accepting universities where the candidates are supposed to study a development issue (component) they choose.

d. Basic learning ability test; (This NOT a selection)During the period of 1st Selection, all candidates are required to take English proficiency test (ITP-TOEFL) in Phnom Penh on 3 Oct, 2009.Part of the candidates may be required to take Mathematical aptitude test depending on the request of the Universities..

e.Medical check-up; (This NOT a selection)The candidates who pass the 1st selection must take Medical Check-Up in Phnom Penh arranged by JICE in the middle of October, 2009.Regardless a result of selection, the candidates can be disqualified depending on the result of Medical Check-Up.

f. 2nd Selection (Technical Interview)The candidates will take Technical Interview in Phnom Penh conducted by interviewers of the accepting universities in the middle of end of Oct, 2009.

g. 3rd Selection (Comprehensive Interview)The candidates will take Comprehensive Interview in Phnom Penh conducted by representatives of the JDS Operating Committee in the middle of Nov., 2009.

h. After the selectionFinal selected candidates will be required to prepare for necessary documents including JDS Pledge so as to commit to join JDS program officially.Pre-departure orientations will be held occasionally depending on necessity.Pre-departure training or assignments might be provided by some of the accepting universities

i. Admission procedureFinal selected candidates will be required to fill in an admission form provided by each accepting universities.When the document is officially admitted by the accepting universities, and when Government of Japan and Government make agreement, the final selected candidates are finally regarded as "JDS fellow".

j.
